  • 80 - 100 Critical Need. Shutdown performance is at risk. FTR should be implemented immediately.

  • 60 - 79 High Need. Strong indicators of rework, variability, and risk. FTR will deliver major improvement.

  • 40 - 59 Moderate Need. Some systems exist, but gaps remain. FTR will strengthen consistency and reduce defects.

  • 20 - 39 Low Need. Reasonable maturity, but FTR can still optimise and standardise.

  • 0 - 19 Minimal Need. High shutdown discipline already in place. FTR may be used selectively.
